I thought the President was the one to declare war, not the Congress. Congress has the ability to vote whether or not we go to war or support a war, but it doesn't actually say "Hey, guys, I guess we'll send your son's off to a foreign land to die for the NWO".
Actually, I think Congress declares war by voting. The president then leads the war. The president can operate for 90 days without Congress. That may have been tweaked though.
