Exactly. No where does the Constitution give the president the power to make EOs. They are derived from a twisted interpretation of Article II which simply says, that as head of the executive branch and commander in chief of the armed forces, the president “shall take Care that the Laws be faithfully executed.” It doesn't give the Executive branch the power to create law. Yet that's exactly what EOs do.
