It is about conflict resolution.

Either the old fashioned way, or in another way. If it is a democratic way, disregarding individual rights, then yeah ... the old fashioned way will simply emerge.

Import people who do not give a damn about it, you end up with the old fashioned way.

And here is where the rubber meets the road: by disarming people, the old fashioned way is in the hands of criminals and those who do not give a damn.
