Yes of course, but it hides an even more stunning issue:

The question of who do get off-spring.

When a people no longer substitute themselves by off-spring, then such a people is destined to go into the night quietly.

Living in a system that is geared towards uprooting anyone, it means an act of personal rebellion to keep the identity of your people intact.
