Doubt its true how is it that every time you have something on someone its either a blurry video or blurry article. I have been seeing news articles for years and years and years and have never seen a blurry one. Sometimes you might have the odd word blurred or smudged but never the entire article.
Looks alot like microfiche to me. 30 year old microfiche would be blurry. It might be fake but its believable
I have 45 year old microfiche that is clear as day...
Have you tried scanning it into a computer with an older scanner and see if it is still clear. The scanners of yesteryear did that to them. I think if you could replicate the process when that would have been scanned you would have the blurred effect.
