Let me tell you this but I doubt you will believe me but it is true.

Way back in the time of Clinton as President I know a person who worked for the government.

Do you know what this person's job was?

Wait for it ......... this person worked in a very restricted area and did nothing but put people in and take people out of photos.

This person did this job until retirement about five years ago.

You can doubt me but it is 100% true.

I think it's plausible, and agree that Sisson's original photo is definitely manipulated in some manner, but are you saying the entire event was fake, or that small elements of the photo were manipulated (people filled in for visual impact)?

E.g. are you saying these photos are fake as well?

IMO Sisson's photo was a manipulated shot of a real circumstance, where a good-sized crowd (1-2K people perhaps?) was masterfully arranged to create maximal visual impact.
