A couple of years ago I did just that for a neighbor. She's elderly and disabled and called me from another person's phone to say her phone wasn't working. So I went over to Walmart and got an inexpensive smart phone (less than $50) and bought a card with minutes and data. Set it up for her then texted her daughter (in another state) to let her know her mom's new phone #. She was on her daughter's plan so that bought the daughter time to figure out what to do. But meanwhile my neighbor had a phone.
So unless rules have changed, it is possible to get a cell phone and minutes with cash :)
