You cant get steel cuts into block because they arent designed for that or concrete. They are designed to go into the morter joints. In my trade we use them daily when forming porch caps and for bracing on step forms. They just bend when you try to force them into block, brick or concrete.
150 years ago all nails were cut nails. Machine made wire nails are a relatively recent development. In the trades today cut nails are almost exclusively designed for masonry.
