Since the Constitution is tossed I guess it doesn't matter, but supposedly humans have the inalienable right to life, liberty and the pursuit of happiness. Confiscation of property would seem to conflict with that.

A more viable possibility might be to drill for oil or use the tech Gen Kwast mentioned about beaming energy from space - and sell either to global buyers. Then, like they do in Alaska, give everyone a piece of that "oil money" or free residential energy or something like that.
Humans NEED to work. They NEED to... and NEED a sense of accomplishment, pride and achievement. Without this tension, they wither and get involved in unhealthy things... although non-productive aka "non-essential" jobs are questionable.
