Hmm now why would they want low-income Americans to be fertile and the wealthier to be infertile?

Income is a reasonable proxy for intelligence. Who would want Americans to degenerate over time?

People with higher income usually do not need government assistance. Lower income individuals can be wrangled into dependency and benefits. Reliance on government is the key.
