Brawling with the local population while on shore leave used to be frowned on in the US Navy. It can never help anything.

Except for Toulon. Any visiting warships crew in Toulon always get into fights as the locals bait them a lot until fights break out.
But other military personnel who are stationed there have a great time and get on famously with the French people, why this is I don't know.
