Good thing that devolution and CoG are in effect. By doing this it will force the hand of CiC Trump and the Combatant Commanders, backed by the Constitution, the Insurrection Act, EOs, Emergency Declarations, PEADs and SCOTUS, to make their move and play their trump card.
