I mean; aren't most of us here clear that they SACRIFICE many of these children?

There's 535 US Senators & congressmen. Lord knows how many when you add in the state politicians. Obviously the feds would have to be the ones looking the other way - or in this case, actively participating - and they could then forward on / sell these women & children to state, local politicians & more.
