Somewhat Ironically. The Post Office is one of the handful of Government Agencies that is specifically Constitutionally authorized. As Congress was explicitly given the power to establish Post Offices and Mail Routes. In Article 1, Section 8, Clause 7. Without any additional ‘reading between the lines’ or playing with definitions that marked the formation of many of the other Federal Institutions.
Funfact: The Postmaster General was previously a Cabinet Position from about 1829-1970. Meaning under the Presidential Succession Act of 1947. The Postmaster General was in the line of Presidential Succession. Right after the Attorney General.
At least until 1970. When Nixon eliminated the Cabinet Role and rebranded the former Post Office Department it to its modern even more incompetent and poorly led incarnation as the United States Postal Service.
