I hate this "special" cities. I keep thinking 15 minute cities. But if this is his way of showing us the 15 minute stuff I can understand.

I think it supposed to be special in that they won't be bogged down with local already established cities bs red tape while trying to develop?

Can you imagine trying to pump money into Chicago to revitalise the city?
Guaranteed all the money would disappear into someone's pocket and nothing will happen.
