Nothing you mention here is what Ayn Rand is talking about. She is not talking about bad people doing bad things for money but people who are to stupid (according to her) to make use of the money properly.
She is talking about abstract stuff not the concrete stuff you are talking about
She despised whom she considered “stupid” but had no qualms about greedy people. Her whole thesis was “only smart people should be allowed to control the society” which is exactly what she is saying in the last bit but it’s shocking that so many people fall for this with out even a bit of analysis
I think she is talking about how a person’s character must be larger, more of an influence than money they have or are bribed with. That’s my take away.
