To protect their deniability and secret agent status while doing illegal things, spies and clowns communicate in code. The code has involved to include symbols, like insure terms, that are not put into any dictionary, but have solid meaning. Water is one of the basic words in that secret coded language. Watch the water = watch the information.
Yes, multiple meanings exist, and there may be specific times when water is actually water, but that's the general meaning from that post.
