Why would this have anything to do with the storm?
In a war that is an info and communications war instead of a shooting war, cell comms being down would be the rough equivalent of having your ammo dump or major bridges exploded in a conventional war.
Nobody knows what "the storm" means in the way Q and Trump used the term. Removing cell comms could be it, or part of it. But whatever it is, the storm will be intense, and the People will need mass communications to retain sanity and cohesion to ride the storm out.
