There are already voter ID requirements in place in California to ensure voters are eligible when they vote. The law that Newsom just signed prevents local governments from creating additional laws on top of the already existing laws.

"However, if you are voting for the first time after registering to vote by mail and did not provide your driver license number, California identification number or the last four digits of your social security number on your registration form, you may be asked to show a form of identification when you go to the polls."
"May be asked" has usually meant "will be asked" in disclaimers like these. There might be other procedures in cases where that happens. It's like at a stadium where they say "disruptors may be asked to leave" which means, yeah, they're kicking you out bud.
You also note that the form does ask for the license number/SSN, meaning that's a requirement to actually register
