LITERALLY!!!!!!!!!!!

I firmly believe that virtually ALL "mass shootings" are conducted 100% by the FBI, because it seems that -without fail - the shooter was:

"Known to the FBI"
They'd "gotten tips, but failed to follow up"
They'd "investigated but found no cause for concern / further investigation"

Some day I'm going to put together a spreadsheet to prove this......
