Honestly, if they are to the extreme of blocking medical and rescue personnel, that means they have hit squads assassinating people in the hills... for whatever reasons, I don't even know. But blocking well-meaning medical and rescue personnel means they're already overtly killing people. So going just a tiny bit further equates to teams finding survivors and putting bullets through their heads and burying them in muddy graves that will never be found.
