One of the fundamental purposes of The Machine is the creation of the Grand Illusion. If we had 50 tornadoes slamming into Mar A Lago then the Illusion would be broken; the Matrix would crack. The Illusion must be maintained at all costs.
Having said that, there have been quite a few pieces of evidence which suggest that there are exactly such cracks in the Matrix with regards to weather control. The freeze storm in Texas a couple years ago where there was a perfect three sided box of a weather front thousands of miles wide made plenty of people convinced that it was a man made phenomena on an unbelievable scale. A system which could trivially create "50 tornadoes slamming into Mar A Lago" if they wanted to.. That perfect box of a storm front evidence was sufficiently compelling to crack the Matrix for many.
There have been numerous glitches in the Matrix on all sorts of phenomena which I am convinced are intentional. I think we are now intending to see the purposeful destruction of the Grand Illusion. I believe at some point there will be an event so powerful (not necessarily weather related) where there will be no one who will be delusioned about the real potency of our real technological capacities.
I think the "military is the only way" because we aren't fighting on a playing field except through the military. If the Cabal actually hadn't been taken out at the top level already, there would be no way our pea shooters and our "millions of guns" and our "2a" would be utterly worthless. The real technological disparity would be as gnats against a hurricane.

There was 11 tornados in the Dallas/Fort Worth area in the same day back when Obama was in office. So yes, it can be done.
