FEMA has been an enemy of the people for a long, long time.

That has shown up in fiction as well as in actual events. In the 1998 film The X-Files, a character describes FEMA as "the secret government" which has been designed to seize dictatorial authority in the event of a declared emergency and that it has been secretly working / cooperating with an alien race to take over Earth by infiltrating a virus into humans; the virus is actually a parasite that matures inside the human body, changing the body and taking over.

Allowing for the SciFi bent of the film, that doesn't sound too far off the mark, does it?
