I went back and replayed it.
I don't see it.
It's while they are playing YMCA at the end. He does it at least 5 times. They look like big 'O's but then he strikes his hand down.

For reasons, I believe it is supposed to be a bit less than obvious.
I don't recall seeing our president ever make those gestures, especially in that way.
Think of it this way, if that isn't what he is doing, what the heck is he doing? It isn't in time with anything.
I remember seeing him do that at a campaign speech in 2016. Filled me with hope.
i could reasonably see that his circular pointing thing being just acknowledging a section of the crowd, and the downward motion of his arm just being how he puts it down.

Yeah, thanks everyone for not flaming GGRockz and me for honestly stating we don't see it. I see him point repeatedly in a circular fashion, which looks like drawing a number of O's. I don't know how anyone is seeing definite Q's but I'm happy that they are happy.
