Will storm ravaged areas have the infrastructure to vote? Will voting be even available for the residents in these hard hit areas? How will it affect both the Trump and Harris voters? How many thousands will be disenfranchised?

i think if anything it will help Trump. the government response has been beyond atrocious. nobody wants more of this.
I agree. It might (probably will) reduce Trumps votes in the hardest hit areas but the absolutely horrendous performance by the Biden/Harris admin and using FEMA money on illegals could move many others to vote for Trump. The recent hurricane has exposed (to the average Normie) just how screwed up things have become.
