I'm trying to confirm with video instead of just talking heads. My cohost on our radio show is skeptical FEMA is actually taking supplies from people.

You can't use Hurricane Maria in Puerto Rico as an example. The supplies discovered in a warehouse were delivered by various agencies from the U.S., but it was the corruption in Puerto Rico (and plain laziness for anyone who's ever been there) that failed to deliver it to those who needed it. Puerto Rico is a territory, not a state. I'm sure there are limitations on what FEMA can and can't do there.
