I'm curious to know if they can create hurricanes from scratch, or if all they can do is 'soup' them up.
I don't believe they can start them but there are suitable air movements everywhere, which they can intensify and steer.
I've seen some houses in NC that survived; they were all made out of brick.

Since the 1800's engineered obsolescence has been adopted to make more money. It's no surprise that construction methods leave homes and families vulnerable. In Europe there are homes and buildings constructed in the 1600s still standing made of concrete. With modern applications of insulated concrete, there is no reason whatsoever that this technology couldn't be used here and widely available. Some in Florida and Oklahoma have utilized ICFs to prevent disaster from hurricanes and tornados. To achieve an insurance proof home is possible.
