People keep thinking that 'whitehats in control' means more than it does and that this control is absolute and total.
The allied forces winning WW2 was a forgone conclusion after a certain point and they were in control of ALL the relevant factors that made this the case, didn't remove any of the fighting after they reach that point though....
Whitehats tried to Stop Helena but they lost that battle, don't know about Milton but even if it isn't stopped it doesn't mean that they will loose.

(also: Majority of people operating the equipment are just doing their jobs, doesn't excuse it any more than it did during WW2 but for every person that stands up or resist in any way you will have 10-100 that just hunkers down, keep their mouths shut and do their jobs, Unfortunate but that is the reality and reality is rarely clean)
