I just don’t have the legal knowledge or bandwidth to currently puzzle out how that could happen for November.

I think it’s possible since Q mentions it and Trump has now mentioned it when we’re less than a month out from Election Day.

But how is it possible?

Reminder, all the counting of votes stopped at exactly the same time. Nation wide. How did they do that. We will never know. So they are in control of the counting of votes.
