Replace IQ with cognitive ability or impulse control. An enemy can flood a country with migrants to destabilize or lower certain average metrics in a society making it weaker. It preys on a society's empathetic ideals taking advantage of generosity. Dimensional warfare has evolved
When it comes to impulse control.
I actually think the criminals do have impulse control. They just don't care.
I am from Gary, Indiana that was a pretty bad area in the 90s.
I remember the Mayor brought in over 100 state cops to deal with the crime. The word got around for the bad guys to just lay low and do nothing until they are gone.
So crime did go down while the additional cops were patrolling the area.
So this means the bad guys have enough impulse control to lay low. They stopped cold turkey and crime went down big time.
Once the state cops left.
The bad guys started it up again. The bad guys aren't idiots.
They have a lot of street smarts.
They just don't care about hurting people to get what they want.
