The election people say the box has to be pressed with the stylus or the name pressed with the finger. If you press the box with your finger it may vote for someone else. So, yes, this does sound like it is by design, or not thoroughly tested, or both. Oh, and the voters were strangely not provided a stylus.
Notice it's those damned Amish that can't seem to successfully vote no matter what, not paper ballot, or electronic.
