Indeed. I've read it only applies to the 5th and I've seen it applies nationwide. I'm leaning towards 5th only. Also saw where 5th circuit only included Texas, Mississippi, and Louisiana. Swear it used to be Arkansas and OK too.

It doesn’t apply to any of those states, only the three states in the 5th Circuit: Louisiana Mississippi & Texas
