Exactly. Arizona is a strange outlier with this type of ballot. It is a ballot for those that haven’t given proof of citizenship when registering. They claim that the college students have a problem proving citizenship. That is probably how they pushed it through the legislative process.
They typically get a federal only ballot. Easy to separate and canvass if needed.
