I know. As an animal lover who has rescue animals it hit deep. Just completely unnecessary evil simply to demonstrate their power.
ALL involved, including the “officers” should be charged with animal cruelty, jailed and fined, pensions stripped and banned from public office for life, as an example of justice to the other civil servants.
