I don't think it's part of "current federal law" that a prospective citizen must know the language. I certainly wouldn't amend our constitution to add the requirement. I haven't given it much thought, but on first blush I WOULD support a change of law to require it.
But we don't need some official statement to make it clear that our national language is the language that our country has been speaking since before it was a country.
