It's 100% out and out fake. yet they present it as if real. Heck, even some fake clickbait sites have the disclaimer (this is satire) in fine print down the bottom. But TPV go to extraordinary lengths to give their disinformation an air of legitimacy. It's pure deception. And highly destructive, imo.

I don't mind that Musk boosted it. I think he had his reasons, and personally I believe Musk is a lot more in on the plan than he has appeared (although the signs are there). But it doesn't change the facts, and the fact is, its false that the guy was arrested on charges of raping kids.
