Many of those deployed are "cyber specialists" and civil support teams, an official said, detailing that there are no specific state orders for military law enforcement -- although some are on standby.

If I'm not mistaken, the NG answers directly to the executive branch. In the case of our movie, I'd say that's a good thing

NG answers to the governor of the state they are from. The can be “loaned” to the President if approved by the governor.
