Oh, my, I think you might be correct. The level of clearance is related to Dept of Energy, which he obviously would interact with.

I did suspect he might be looped in on some level, when he joined Trump in the WH for some tech advisory board, but then left and started spittin.

I don't know though. A lot of projects he talks about fail to deliver. I don't really like him much.

Eh, whatever, as long as the job gets done.

There would be no reason for him to interact with the DOE that meets a need to know basis. These are 2 entirely separate organizational projects and would never cross access that level of information.
