Starlink isn't controlled like ATT and Verizon networks. It can be used as needed by forces of good to shut it all down. ATT and Verizon, whoever controls those networks now, doesn't have a complete monopoly on intelligence gathering to squash acts. Much supposition on my part of course, but Twitter was also shut down for a channel to rally the evil troops.
Starlink is a closed system, and a very very small subset of all network traffic. Again, I think you're hand-waving a ton by simply saying 'Starlink'.
