In a press conference with Steve Mnuchin, Trump said that the US Treasury has the Fed's books.

I use to work for GE, and when we acquired a company they would announcenit this way, "We have their books". Having someone's books means ownership.

Nobody batted an eye or asked any questions. Whatever "it" is, "it" happened already.
