I actually do believe it. I look at it as being similar to the book deals, or in the case of the smaller dollar amounts it could simply be a payback/favor to that person or group.
The difference with these grants is that the people/groups receiving the money actually have to appear to do the studies/work and publish something about their work. Then they can keep whatever is "leftover".
With the book deals a book has to be written and published, and then a large amount of them will be purchased and probably burnt or given away as gifts.
It's still actually money laundering, but it is an attempt to diversify so they don't always use the book deal shtick.
