I think he is flushing out the “leakers”. He might say to one candidate Joey Blogs would be good chance I’ll pick him then to another group he might say, Mary Jane might be good at this position. Then he waits until which ‘rumour’ surfaces in the media. He then knows which person leaked and knows he cannot trust them.
