Instead if adding a state, why could we not just swap one out for another.

Set in stone the maximum number of states to 50. Make states earn the right to be one of the 50.

Fuck up, and implement a leftist anti-American government you lose the right to be one of the 50, and your replaced with the next one in line that is pro-America.
