Yes I have seen some white-paper drawings from the sixties, judging by the style, of the Bering strait connection.
That Russian plan is quite detailed, showing the different geology, and planning for Island stops.
Also: one would need a little World Peace, for a change, if one was to be serious about such a plan. (also reminds me of Musk's Boring Company).
