Gov employment is not at will. That's what Trump is trying to change. Schedule F is an intermediate step to at will employment meaning that they can fire you for any cause. Right now they cannot. Thats' why the US gov is filled with angry democrat mediocrities whose IT people use microsoft windows products which are security swiss cheese, and shit software compared to linux, freebsd (apple). Everything the microsoft people does is bad and wrong, but they make reports after reports of how everything is going right, so that they look like theyu're doing their jobs.
