I am offering the theory that he was sent in there by the WHs to help cut down the fund (as per the news article, thats when he went in), and was told to get out in time for the elections and to let the "defanged" Soros do whatever he did, which is how we got to the Awakening phase.

So what I am saying is that he has been working with the WHs for a while now.
