I'm just wondering what can be done by executive order and what needs to be done by Congressional action. Remember in his first term whenever Trump tried doing something a federal judge somewhere (usually Hawaii) would put a stop to it.

I think he can start by undoing Biden’s first week EOs. If Biden can do it Trump can do it. Everything went to hell in 6 months. We won’t have long to find out.
