Get rid of FEMA completely. Set up an all volunteer force, or a paid volunteer force of willing Americans to sweep in and take over FEMA functions after a disaster.

I've been hit by several hurricanes in my life, one of which destroyed a house.

I have gotten more help from volunteers and the Army Corps of Engineers than I ever have from FEMA.
