Because it reminds people of their real heritage. LOTR is based off of Celtic languages and legends. And is a story of good triumphing over pure evil. And many of aspects of Mordor are inspired by the Islamic hordes. The “men of the East” who come from a desert land for example.
We can’t have books that inspire the people to defend their homelands.

What's really ironic is that during the Sixties, LOTR was considered the reading material of choice for the left wing.
