Words are important. "The state of California" is not threatening... say in fact Some people, some officials in the state of California are threatening... This is very important, for example." Americans are sending Ukraine another zillion dollars" when we should say "Some members of the illigitimate administration of the USA are stealing another zillion dollars from US taxpayers before Trump takes office" Clarification is essential for proper communication.
